New Policy Proposal Concerning Accessible Taxicabs in Oshawa!

​For too long Oshawans with disabilities have been subjected to a serious shortage of accessible taxicabs in the City of Oshawa,

• Currently there are only 2 Licensed Accessible Taxicabs in Oshawa!
• and the cost of alternatives is exorbitant!
• 45% of Accessible Taxicab trips are to medical appointments!

Ken Mann, Oshawa's Policy & Licensing Manager has been working on ways to improve this service . At a recent Oshawa Accessibility Advisory Committee (OAAC) he received very positive support to his proposal for an exemption in the City's Vehicle for Hire By-law, whereby all accessible taxicabs licensed in other Durham Region municipalities could provide services in Oshawa!

  It relates to establishing an INTERMUNICIPAL EXEMPTION to permit accessible taxicabs licensed in any Durham Region municipality (i.e. Oshawa, Pickering, Ajax, Whitby, Clarington, Scugog, Uxbridge, and Brock) to pick up passengers anywhere in the Region and drop them off at any location.

Highlights of the proposed Intermunicipal Exemption are:
• the Intermunicipal Exemption is applicable only for accessible taxicabs.
• Permits the pick up of passengers in any municipality in Durham Region provided that:
o The origin municipality (i.e. where the trip starts) in Durham Region has established an Intermunicipal Exemption
o The accessible taxicab holds a valid licence from any Durham Region municipality and is regulated by that municipality for the purposes of health, safety and consumer protection
o The accessible taxicab complies with all applicable laws including the A.O.D.A. and O. Reg 191/11 and the applicable municipality’s V.F.H. by-law.
