Did you know the Region of Durham's budget is about 10x the City of Oshawa's? The Region passed it's $1.44 Billion 2020 budget at last Wednesday's Council meeting. Here are 3 slides showing the nuts and bolts. Note that half of Durham taxpayers' tax bill goes to police services and social services. Note also that the Region's water and sewer services budget was completed separately a few weeks back. It is not included in this budget because funding for the operating and capital costs to provide water and sewer services is fully recovered through water billings, and Federal/Provincial grants, Development Charges, and interest on overdue accounts. No funding for water and sewer services comes from municipal taxation.
The first graph chart above is how much Durham taxpayer's pay from the average house tax bill for the Region expenditures...the reason Police is at the top of this chart, not in third spot like on the pie chart below it, as well as the other seeming inconsistencies, Solid Waste 6th down on the graph chart, not second like on the pie chart, and Social Services 2nd, not first, has to do with the Federal Gas Tax Fund and Ontario Provincial and Federal Grants, still taxpayer money, but not specifically Durham taxpayer money.

There is much inter-connectivity, especially with Region Works Department, but Water and Sewer capital and operating are maintained separately - albeit in a very complicated way...example "New positions and TCA items that are shared with Works General Tax and Waste will be considered approved once the corresponding funding shares from the property tax supported budgets have been approved by Regional Council"
WATER/SEWER Department STATS
The water and sewer department programs cover many facilities, other tangible assets and services across the Region, for example: across the Region 51 sanitary sewage pumping stations, 2,092 km of gravity sanitary sewer and 63 km of forcemains; 2,489 km of watermains...and in Ajax, Oshawa, Whitby: 3 water supply plants, 13 remote water pumping stations and 11 storage facilities; Clarington and the Township of Scugog (Blackstock), consisting of 2 surface water plants, 1 elevated tank, 2 standpipes, 4 wells, 4 storage facilities and 3 pumping stations, just to mention some stats from a few of the 2019.
Region collects approximately $210 million annually from 176,000 households for water/sanitary sewer customers (including almost 172,000 residential customers and over 4,800 industrial, commercial and institutional customers).
Here's a sample of one section of one department and the cost repayment details:
"The 2019 debt charges for the Sanitary Sewerage budget totaling $21.8 million includes $11.5 million to be recovered from residential sewer development charge revenue (approximately 1,250 new units) and approximately $1.5 million in debt charges will be recovered from commercial sewer development charges. Approximately $8.8 million is to be recovered from user rates."
When I inquired on Monday, the Region's Finance department said that their 2020 Budget will be available on-line sometime next week.
