When a Special Council meeting was called to take place in a few short hours, I was thinking there might be a discussion about cancelling the City's Kids March Break Program that is to start on Monday and wrote on my Facebook page:

About the meeting, it was much more than I expected.
Two of the three staff recommendations were passed and a 4th one was added. The Mayor and Councillor Marimpietri were away so there were nine Council members casting votes.
After discussing/wrestling with the staff recommendations, the votes were close, one was 5 to 4; the other votes were a bit different. None were unanimous...Copied below are Recommendation 1, which was approved. Recommendation 2 was defeated. Recommendation 3 was approved. The additional recommendation to postpone the March 24 Special Council meeting, which was to review the Draft Fire Master Plan, was approved.
So Oshawa community centres/rec centres are closed for 3 weeks.
Council meetings remain as scheduled.
There is a new by-law granting the Mayor and CAO delegated authority to make special decisions in situations before a state of emergency is declared...and as said above, the March 24 Special Council meeting reviewing the (400+ page) Draft Fire Master Plan is postponed.
