There are two e-scooter sharing companies, Bird and Neuron, that will be launching in Oshawa starting this Tuesday April 25th under the City's Micro Mobility Pilot Program. Their contract with the Oshawa will end December 31, 2024. Council approved the program last June with the passage of Report DS-22-163. https://pub-oshawa.escribemeetings.com/filestream.ashx...
Although I voted against the pilot program with concerns about accessibility and abandoned scooters, and wanting to wait for the results of the Province's 5 year pilot project, which is soon up, Dec 31, 2024, I am very interested in seeing how smooth the transition and uptake for this new project will be.
Obviously a lot of eyes will be watching because right now Oshawa is the ONLY ONE of the Region's 8 lower tier municipality to have signed up for shared e-scooters. For this reason, with the e-scooter geo-fencing app at Oshawa's city borders the e-scooter will come to a gradual stop.
The Neuron Mobility vendor (the ORANGE e-scooters) will be making its opening presentation at 21 Simcoe St S on Tuesday Apr 25 at 21 Simcoe St S. 9:30 - 10:00 a.m.
The Bird Canada vendor (the BLUE e-scooters) is having their kickoff at Lakeview Park from 2-6 pm same day They will have a table where they are giving out free helmets and allowing residents to try out the scooters free in a sectioned-off area of the parking lot.
The City has added e-scooters to its By-laws and details regarding Oshawa RIDER REGULATIONS can be seen on the City's website here: https://www.oshawa.ca/en/transportation-parking/e-scooters-and-e-bikes.aspx The City has included a tab where the public can leave a comment on concerns about the ride sharing vendors or equipment.
Note that e-scooters or e-bikes can be ridden on the City’s multiuse pathways, cycling facilities like cycle tracks and bike lanes, and on roads with a speed limit of 50 km/h or lower. However, E-scooters are NOT allowed on Oshawa sidewalks. Safety awareness campaigns will be held throughout the duration of the program.
The e-scooter maximum speed in Oshawa is 20km and one of the vendors said its battery fully charged should last for 60 km. Device stations will be placed on paved portions of boulevards on City property. The companies will have an app for the location of their many scooters stations around the city, which can change based on usage.
All users must be minimum 16 years of age, and under 19 they must where a helmet. Only one individual is to ride on an e-scooter at a time and there are fines for contravening the rules from $250 to $2,500 depending on the types of violations.
