What a difference a week makes. Oshawa received $1.69 million from the Province today. (see letter from Steven Clark, Minister of Municipal Affairs and Housing, dated Dec 16, 2020 copied below)
It "can be used to support (Oshawa’s) highest priority COVID-related operating needs. The province expects that any amount of funding not required by (Oshawa) in 2020 will be used to address 2021 pandemic-related operating needs."
Municipal and Regional governments across Ontario are doing their 2021 budgets and a few, like Oshawa, already approved their 2021 budgets. (Oshawa's was approved one week ago today.)
Earlier this past summer came the federal-provincial 'historic partnership' Safe Restart Agreement that secured up to $4 billion in emergency funding for Ontario’s municipalities towards a safe economic recovery. This week all 444 Ontario municipalities received grants from THE PHASE 2 $695 million Restart Funds .
The break down is follows: " the $695 million is being split two ways, with $299 million shared across Ontario’s 444 municipalities and another $396 million going to 48 municipalities hardest hit by COVID-19 and needing “additional assistance” to clear their deficits." Oshawa was not one of the municipalities that applied for Phase 2, so Oshawa is among the almost 400 that shared the $299 million.
In late August this year the City of Oshawa received $4,012,300 Phase 1 and with this Phase 2 roll out, Oshawa's further grant of $1,960,000. is positive.
Interestingly, when you look among the municipalities that actually applied for Phase 2 funds, and the ones that got substantial sums, well Toronto of course $398 million total Phase 2...but in the GTA shine a light on Brampton $20 million total and Peel Region $20 million = $40 million Phase 2 total, and
then focus on the east, Durham Region approx $7million Phase 2l + the 5 Durham lakeshore municipalities totaling around $6 million (Pickering approx $1M, Ajax $1M, Oshawa $2M, Pickering $1M and Clarington $1M) =$13 million
Btw, Durham Region's population is about half of the population of Peel Region.
Also note: the Province expects the municipalities to report back in March 2021 with information about their COVID-related operating pressures and use of both funding allocations.
Although Brampton has been hard hit by COVID-19 You really have to give credit to Brampton's Mayor and Council, and I am posting this in the hopes that Durham Region Council members check out what Brampton has accomplished. Freezing it's property taxes for the third consecutive year AND in addition to delivering a 0% property tax increase to fund Brampton's Budget, they made a record contribution of $114M to the City's Reserves. Time for Durham Region and Durham municipalities to take note!!!!
