Tues Sept 6th @ 12:30 p.m. there is a Port of Oshawa Working Group meeting —called to review the Memorandum of Understanding (MOU) between HOPA and the City of Oshawa.
I find the fact the Meeting Agenda has the MOU down as a CLOSED Report (2022-09-1) and therefore there will be a vote to go into CLOSED Session is concerning. Imo it should be OPEN.

The Hamilton Oshawa Port had a good news announcement this summer. July 26, 2022 HOPA welcomed funding from the Federal Government to support the Port of Oshawa expansion plan.
"The $14 million contribution, to be drawn from the National Trade Corridors Fund, was announced by Transport Minister Omar Alghabra recently. It will be added to a $16-million investment from HOPA for the $30-million project 1) to extend the marine infrastructure in Oshawa to accommodate two docked vessels, improve loading and un-loading times,
2) expand storage capacity with the addition of a new grain silo,
3) upgrade roads and improve stormwater management."

Like an Omnibus bill in Parliament, even if there is one or two parts you are not in agreement with, it is very difficult to make amendments ito a Closed Report. You cannot make motions in Closed Session and when back in open session it seems the expectation is that you go along to get along. After the Closed Session adjourned and the Working Group rose to vote in Open Session I made a motion to table one of the 6 agreements contained in the Recommendation. The vote on that was 3 against to my 1 in favour. Then the staff recommendation in Report PORT-22-1 (see below) passed with 3 Yes (the Mayor and the two other Council members of the Working Group) and 1 my 1 vote, No.
