Last January Oshawa Council endorsed KPMG to include in its 2019 Audit Plan an assessment of costs, analysis of complaints, and review of the City's snow clearing processes and service delivery. The KPMG Report, on the Monday January 20, 2020 Community Services Meeting Agenda as Report "CS-20-05" is on-line here: http://app.oshawa.ca/…/…/2020/01-20-2020/report_cs-20-05.pdf
I've tried a few times in the past year to encourage KPMG to make their reports more reader friendly...and because I think infographics are easily understood and remembered, and I had fun making a couple for the Budget, below is one I tried my hand at to get a better handle on the KPMG 55 page Report CS-20-05.
Some interesting information from questions asked at the Committee meeting, and answered by City Staff (although a KPMG rep sat in the gallery for the meeting, KPMG did not make a presentation to Committee concerning their Report or answer any questions):

- There were 248 traffic violations issued at $60 each during the weekend's snow event, with cars parked on the road, or in driveway aprons intruding on the sidewalk or road, interfering with the plows clearing sections of roads or sidewalks;
- The Works Operations department has met with a group from Oshawa's Teaching City Program who are keen to work on a pilot project for an autonomous machine to clear wind rows and sidewalks.
- The brine the works crew puts on the roads prior to a winter storm, will sit on the road for up to 3 days. When the snow falls ice does not attach to the road as readily and makes snow removal easier.
